The tattler
Proverbs 11:13 A talebearer revealeth secrets: but he that is of a faithful spirit concealeth the matter.
Giving out information that IS needed is not being a tattler.
If a crime has been committed, tell what you know.
If you or someone you know has been harmed, tell what has been done.
If there is an emergency, call for help.
If you have information that is going to be helpful in coming up with a solution to a problem, by all means, share the information.
On the other hand, giving out information that is NOT needed IS being a tattler.
For example: the house-to-house-visitation program of spreading church gossip is wrong and hurtful.
Proverbs 18:8 The words of a talebearer are as wounds, and they go down into the innermost parts of the belly.
